Capital Works and Services

Ensuring that the Eeyou/Eenou local and regional governments' infrastructure and related services enhance people's quality of life.

The department is mainly responsible for capital planning and engineering services as well as regional capital works programs and services.

In addition to building, operating and maintaining all the Cree Nation Government buildings and facilities in all Cree communities, Capital Works is responsible for the establishment and management of programs and services at the local level. Furthermore, Capital Works is responsible for the management of the New Relationship Agreement (NRA) capital planning, fire protection, purchasing and inventory monitoring of the Cree Nation Government’s material resources and the development and implementation of by-laws relating to these activities.

Mandate

The organizational structure of our personnel reflects the two main mandates of the Department:

  • Capital Planning and Engineering Services – Montreal Coordination Office
  • Regional Capital Works Programs and Services – Val-d’Or Liaison Office

Mission

The mission of the Capital Works and Services Department is to ensure that the Eeyou/Eenou local and regional governments’ infrastructure and related services enhance people’s quality of life.

Role

Capital Works also oversees the implementation of the New Relationship Agreement with Canada with respect to the following aspects:

  • Essential Sanitation in each Cree community
  • Fire protection including employee training, the purchase of equipment and the construction of facilities
  • Community centres construction and animation
  • Local administration facilities
  • Community support services in housing, housing inspection
  • Community support services in water and wastewater treatment

What We Do

Capital Planning and Engineering Services

  • Technical assistance to local admministration regarding their infrastructure
  • Establish and manage local programs and services
  • Manage capital planning for the New Relationship Agreement
  • Fire protection, training and assistance to local Fire Department
  • Purchase and inventory monitoring of the Cree Nation Government’s material resources
  • Develop and implement by-laws relating to these activities

Regional Capital Works

  • Manage the planning, construction and O&M of all Cree Nation Government buildings and other facilities
  • Establish by-laws related to housing and buildings used for regional governance
  • Coordinate housing programs in the Cree communities
